You’re preaching to the choir with regards to the Tilker comment. He is poison to F1 when it comes to track design. And what are they building? A race track or a city?!
Seems to be a massive set of team buildings, media centres, VIP rooms, and race control. If you have a look at the video (1:50 in), you can see that the designers have literally planned a mini city inside it. The fact that they spend 3 minutes braggins about the facilities, then 1 about the track says a lot.
